Duties

  • Serves as a recognized agency expert in policies, procedures and processes related to SSA?s employment support efforts, particularly those related to and stemming from the Ticket to Work Program.
  • Develops long- and short-range goals and objectives, technical user requirements, cost estimates and related data in support of the initiatives.
  • Analyzes program operations, making recommendations to adjust objectives, policies and procedures, when warranted.
  • Participates in liaison activities related to special projects, including monitoring day-to-day operations and coordinating efforts requiring support of Agency components.
  • Provides technical guidance in the development and design of multi-user, interactive database systems in support of the initiatives.
  • Coordinates requests for program and administrative management information data.
  • Participates in liaison activities related to the initiatives, including the explanation of program requirements, coordination of efforts requiring support of other Agency components and responding to technical issues that may arise.

Qualifications

Applicant must qualify for the basic qualification requirement and the selective placement factors of the posted position.

To meet the
basic qualification requirements for this position, applicants must have 52 weeks of specialized experience at the
GS-12level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To qualify, applicants must have experience in both A) Analyzing, interpreting, and explaining policies regarding Federal Disability Programs related to Ticket to Work; and B) Developing initiatives and products which promote public understanding of Disability Insurance and Supplemental Security Income Program beneficiaries, vocational rehabilitation practices and work incentives.

In addition to the above specialized experience, applicants MUST meet the following SELECTIVE PLACEMENT FACTOR (SPF) –
Knowledge of SSA’s Disability and SSI programs, policies, and related systems, regulations, and operational procedures.
To meet the SPF requirement, applicants must have
3out of the following
4 experience indicators:

  • Experience analyzing Ticket to Work or Vocational Rehabilitation program provisions and policies.
  • Experience analyzing current trends and practices in Ticket to Work or Vocational Rehabilitation incentives and provisions.
  • Experience working with State or Federal organizations to ensure accurate and effective implementation of operational policies for the Ticket to Work or Vocational Rehabilitation programs.
  • Experience analyzing existing Ticket to Work or Vocational Rehabilitation program processes and procedures to recommend updates to business processes or for online modernization.

In addition to the above specialized experience AND selective placement factor, applicants MUST meet the following SELECTIVE PLACEMENT FACTOR –
Skill in investigating, analyzing, determining, and implementing software systems tuning requirements.
To meet the SPF requirement, applicants must have
4out of the following
5 experience indicators:

  • Experience using the Hewlett-Packard Application Lifecycle Management (HP ALM) tool for reporting and tracking application errors or system defects.
  • Experience analyzing electronic records and systems to ensure quality of data and recommend updates for future system releases.
  • Experience validating new releases of an electronic system or application.
  • Experience identifying and investigating system errors and working closely with a technical team to take corrective action.
  • Experience using MS Access to log data and generate reports that influence quality assurance (QA) processes and procedures.
